ReVital Development Group nabbed the "Affordable & Workforce Housing Community of the Year" award from Multi-Housing News for Civitas of Cape Coral. The win places this project among the nation's best affordable housing.
The announcement came during the 2025 Multi-Housing News Excellence Awards Celebration in New York City on Dec. 4. Developers, investors, partners, and housing advocates from across the country gathered at the event.
Birdsong Housing Partners and the Lee County Housing Authority collaborated as partners. ReVital Development Group teamed up with them to complete the 96-unit complex.
Units serve households earning 30%, 60%, and 80% of AMI. Workforce families, teachers, first responders, healthcare, and retail workers can apply. Monthly rent starts as low as $500.
Pre-leasing demand exploded. Hundreds of hopeful tenants lined up, some camping overnight. These units house residents who work in Cape Coral but couldn't afford to live there before.
Work wrapped up in February 2025 after a multi-year process that kicked off in 2019. The project battled pandemic delays, supply-chain problems, skyrocketing construction costs, and three hurricanes — Ian, Milton, and Helene.
Financial backing came from the city of Cape Coral, Lee County, Florida Housing Finance Corporation, and hurricane recovery funds. Builders followed NGBS Green Building standards and used methods designed to survive future storms in Southwest Florida.
"Civitas reflects what is possible when public and private partners align behind a shared mission," said Michael Allan, president at ReVital Development Group, per the Cape Coral Breeze. "This national recognition reinforces our commitment to creating housing that is safe, dignified, and accessible to the people who keep our communities running."
Designers built it to match market-rate communities in quality. It offers concrete block construction, a clubhouse, and resident facilities.
An on-site space will provide educational programs, workforce support, and resident services. Judges compared these units against projects from across the country before selecting the winner.
